Bill Horn Running for Sixth Term
Bill Horn running for his sixth term as the Fifth District San Diego County supervisor is probably not a surprise. Some might even consider the news a bitter disappointment.
Yet after 19 lively years in office, the North County supervisor still seems to enjoy public life.
I recently bumped into Horn at the San Diego Albondigas lunch in Old Town. He worked the room with ease, tossing out the occasional jab or story with zesty swagger and a good-natured laugh.

With the mayor’s race sucking up all the oxygen, it’s hard to imagine there’s any other political news anywhere in San Diego County, but there is.
Tomorrow, San Diego County’s Redistricting Advisory Committee will present three proposals to redraw the supervisors’ seats.
All the maps propose lifting La Jolla out of Supervisor Pam Slater-Price’s district and moving it to Supervisor Ron Roberts’ seat. Not a bad voting base for District Four to snag.
Though unsurprising given population shifts, the change could affect future potential candidates, such as former Assemblyman George Plescia. Also, it’s been rumored for years that Slater-Price’s chief of staff and long-time La Jollan, John Weil, had eyes for the Third District job.

So, imagine my surprise when Supervisor Bill Horn’s Deputy Chief of Staff, Dustin Steiner, declared he’s considering a run for Assemblyman Nathan Fletcher’s seat.

So, it’s only January 2011 and already, we’re seeing some folks filing papers to run for office. Good thing, ’cause some of us just can’t stand a breather.

Of course, tongues were wagging last week when Republican San Diego City Councilman Carl DeMaio filed papers to run for termed-out Republican Mayor Jerry Sanders in 2012.
The SDUT announcement included a quote from Republican political consultant John Dadian, who said the early filing technically means little. But he also concluded that the “media hound” will continue building on his name ID.

Pollster John Nienstedt’s discussion on polling and the reasons polls fail to accurately gauge voter behavior (and what polls can and CANNOT do) has been a hit on the post-election poliwonk social circuit. Among the topics on tap, Nienstedt has provided his insight on the variance in results among the polls conducted over the past few months on Prop D, the recently defeated sales tax initiative.
John generously provided his slide on Prop D so we could share it with Rostra readers. Who says number crunchers are dull?

TONIGHT: Post-Election Analysis with Consultant Hoy, Pollster Nienstedt
I’m not exactly the most devoted GOP meeting attendee. But I’ll be there tonight to hear the recap of the wildly dead-on pollster John Nienstedt and Nov. 2 success-story consultant John Hoy.
I had the honor of working with both men on Proposition A – which crossed the finish line easily with more than 70 percent of the vote. Conversely on the difficulty scale, Hoy also consulted the hard-won race for Councilwoman-Elect Lorie Zapf.
Last month, I heard Nienstedt give some quick, off-the-cuff predictions that were eerily correct virtually across the board from the governor race on down to Proposition D.
Bill Horn has earned a New Term as our County Supervisor, in North County’s 5th District
Native San Diegan. Graduate of Mission Bay High School and San Diego State (where he joined pro-Civil Rights protests in the 1960s).
Post-graduate studies with the U.S. Marine Corps in Vietnam, seeing plenty of combat against North Vietnamese regulars and eventually became Captain Bill Horn.
When Vietnamese refugees crowded Camp Pendleton in the mid-1970s, former Marine Bill Horn became the “sponsor” of half-a-dozen families, helping them find jobs and housing, and their place in America. They never forgot his unselfish assistance.
“Tough Guy” Bill Horn has a big heart and has continued to serve the public.

Good evening, and welcome to beautiful Irwin M. Jacobs’ Qualcomm Hall.
January 3rd marked the 157th year of County government.
We have accomplished a lot since the first Board of Supervisors rode to meetings by horseback, coach or wagon.
There have been good times and bad but we have always weathered the storm.
At the very center of today’s storm is the most difficult economy we have faced in decades. It has forced many companies to change the way they do business, and many households to cut back on spending.
State of the County To Unveil New Initiatives, Discuss Challenges for 2010
At the first meeting of 2010, the San Diego County Board of Supervisors voted unanimously to select me as Chair of the Board and lead the County during what many expect to be a fiscally challenging year for the County of San Diego.
The board also unanimously voted Supervisor Bill Horn, District 5, as Vice Chairman and Supervisor Ron Roberts, District 4, as Chair Pro Tem.
My chairmanship succeeds Supervisor Dianne Jacob, District 2. Supervisor Jacob passed the torch to me in the best shape we could be in given the conditions between a state government in turmoil and declining local tax revenue.

The Politics of ACORN
With all the smoke in the air over ACORN, it’s hard to know how big of a fire we’re dealing with right now.
Too many people focused on the theatrics of the videotaped pimp and prostitute story which distracted from the troubling allegations surrounding the organization including voter registration fraud, embezzlement, and illegal use of taxpayer funds.
Locally, my colleagues on the San Diego County Board of Supervisors voted unanimously in favor of legislation co-docketed by Supervisor Bill Horn and myself to assist state and local investigators to conduct an inquiry into the voter registration practices of ACORN, or Association of Community Organizations for Reform Now. The legislation also requested that an investigation conducted last year be revisited.
