In 1992 San Diego voters approved a Redistricting Commission, hoping to take the politics out of the once-a-decade remapping. That worked well the first time round in 2000, creating several competitive city council districts, which often changed hands over the past 10 years. But the current Commission has suffered one embarrassment after another, facing charges of political bias, insider alliances and puzzling personnel decisions.
With the critics now fully organized, and civic groups engaged, the momentum to reach a pre-determined political destination just encountered a jarring emergency STOP.
