DA’s Office Honored for Maintaining Quality Service Amid Workforce Reduction
SAN DIEGO — Mayoral Candidate Bonnie Dumanis today announced the District Attorney’s Office has been honored for the fourth year in a row with a Workplace Excellence Award from the San Diego Society for Human Resource Management. Her office won the award for its proactive and innovative succession planning, allowing the government agency to reduce its workforce by ten percent while maintaining outstanding quality service to the public.
“I’m truly honored by this award. It acknowledges there are always ways to do things better and embrace creative solutions, especially when faced with the difficulties of a down economy,” said Dumanis. “As the chief executive of a large government organization, I’ve implemented innovative ideas to create efficiency and will bring that same approach to the Mayor’s Office.”
Each year, the San Diego chapter of SHRM selects the top agencies that make San Diego a better place to work. In honoring the Dumanis’ office, SHRM noted the DA’s innovative approach to designing retirement planning tools for employees. The new tools also allowed the office to more accurately forecast the future needs of the DA’s Office during succession planning, ensuring that the history of providing excellent quality service and one of the highest felony conviction rates in the state of California is maintained.
Previously, the District Attorney’s Office has been honored for using an in-house Process Improvement Team to increase productivity, establishing an on-site continuing education program called DA University, creating innovative programs to increase productivity and implementing proactive hiring practices to increase diversity in the workplace.
More than 130 companies, including some of San Diego’s largest employers, compete to become a Medallion Award Winner. The five other companies awarded in the category this year are American Specialty Health Inc., Gen-Probe Inc., HD Supply Facilities Maintenance, Intuit and La Costa Resort & Spa.

If the D.A.’s office is so wonderful managed and organized, then why is Bonnie looking to leave it and get herself into the Mayor’s chair? Also, if Bonnie is such a fantastic leader that these HR people need to give the D.A. such a “prestigious award,” why does Bonnie D. incite PD Henry Coker to give it up for her with an endorsement when Bonnie knows that Henry is lookin like a fool & also might get into some trouble with a Hatch Act violation.
I think the only award Bonnie Dumanis ought to win is the one that honors shamelessly ambitious politicians with a slim chance to none of winning the Mayor’s office!
Here is the Henry Coker endorsement noted:

Cynical:
Re: he “might get into some trouble with a Hatch Act violation.” — We like your loose use of the word “might” to cover yourself. Please explain how the Hatch Act applies in this case. Be careful not to libel anyone — we will be watching.
Dumanis does not know the law. The County of San Diego, by their acceptance of Federal Funds for Homeland Security amongst others, requires local government’s non-elected officials to refrain from Politics with the use of their appointed title. Citizen Coker can endorse anyone he wants. However County of San Diego Public Defender Coker is banned from political speech and endorsements. Even for his good friend Dumanis.

As seen on the front page of OSC Complaint of Possible Prohibited Political Activity – Violation of the Hatch Act, the Federal Office of Special Counsel takes complaints from Federal, State, Local (City and County), and some non-profit organization employees.

We are in receipt of your email regarding Mr. Coker’s endorsement of Ms. Dumanis for mayor of the City of San Diego. It does not appear to us that the Hatch Act or any provision of state or local law restricts a county employee’s political speech – including endorsements. Thank you for your interest.
Thanks for the explanation. We have some pretty politically informed readers at Rostra, but let’s not assume everyone knows every political battle taking place. So, a little help may be in order. Now we see a reply from the County regarding the Coker endorsement. A reply to what, exactly? It would be helpful if someone shared the actual compaint made. We don’t assume Mr. Lane at the County is responding to thin air. The email please.
