Below is how the local votes went yesterday on the concurrent passage (California Assembly and Senate) of changes to Managed Care Organizations (MCOs), which some argue is a tax hike, others claim is tax neutral.
Tax hike or not, the bill required 2/3 of the votes for passage in both houses — which is required to increase taxes in the legislature.

If legislation is so complex that the average person or even the average legislator can’t explain if it’s a tax increase or not… well, forget it.
