U-T San Diego endorsement for Encinitas City Council

It is an honor to once again receive the endorsement of our San Diego County daily newspapers.

It reads in part as follows: “In the crowded and hotly contested race for three seats on the Encinitas City Council, we endorse incumbent Jerome Stocks, appointed incumbent Mark Muir and candidate Kevin Forrester.

“This trio represents the best possibility for the city to continue on its path of fiscal responsibility and economic development.

“The candidates most likely to be the top vote getters in this race can clearly be divided along ideological lines, with the above three pitted against Lisa Shaffer and Tony Kranz, who represent a more liberal point of view.

“A win for Shaffer and Kranz, along with the general disposition of Teresa Barth, would flip the majority of the council in a direction that would lead away from economic vibrancy.

“Stocks, a businessman who was first elected to the council in 2000, is the mayor and is arguably the leader of the current council majority. He is also chairman of the San Diego Association of Governments and board member at North County Transit District.”

  1. It seems the comments after the editorial could be more supportive.
    13 – 1 at the moment.
I do find your latest last minute hate mailer the most offensive I have ever seen. The photos are edited and you should be ashamed. Would you, Mr Mayor, wish to comment on your pledge during candidates forums about not sending out last minute hate mailers?
    That was recorded, also.

  2. Mr. or Ms. Thomas – the fact that those who chose to blog on the UT website have a particular slant is inconsequential.

Also, Your reference to “hate mail” is stupid because it did not come from me, and I have no knowledge of who sent it, produced it, or paid for it.

In fact, you should be ashamed for this false allegation.

    I await your abject apology.

I have never sent hate mail, but I bet you have plastered anti- Stocks litter all over Encinitas.

Look up hypocrite in the dictionary and get back to me.

  3. Getting back with you. It is not obvious that 15 out of 16 comments after the UT endorsement are biased. It is obvious that they are not supportive to your endorsement. The UT is very obviously and unrepentantly biased.
That you claim that those that do not agree with you are biased and their opinions have no value, but biased opinions that support you are not biased sounds hypocritical.
And I would be happy to apologize to you when you apologize for your political machine issuing hateful, misleading, distorted last minute campaign fliers. Acknowledge the lies that ‘some mysterious entity’ is sending out on YOUR bahalf. I await your abject apology, too.
    http://encinitasundercover.blogspot.com/2012/10/jerome-stocks-i-swear-my-4000-check-to.html?m=1
And no, you would not win that bet. I have, if fact, taken down DUMP STOCKS stickers. I have not taken all DUMP STOCKS stickers down. There are a lot of people who have put up DUMP STOCKS stickers believe that it is time to have a change in leadership in Encinitas. We want leadership from those that have supporters and followers that do not send hate fliers out that they do not have to disavow.
You have done many good things for our city. You deserve credit for that. There are too many not noble actions that you have caused that make it appropriate for a change in our government.

  4. The organization that put out the Kranz hit piece is “San Diego County Voters for Progress and Reform” with an address of 7185 Navajo Road Suite P. This suite is also the address of C. April Boling, an accountant as well as the mailing address of No on D, Yes on EE, Jan Goldsmith’s campaign, Carl DeMaio’s campaign, Lori Zapf’s campaign and the General Contractors of San Diego. C. April Boling often acts as the treasurer for the candidates.
This is exactly the way Scott and Cronin are set up and function for Stocks and Muir. Clearly, the San Diego County Voters for Progress and Reform is only a front to put out despicable material. I call on Mayor Stocks and Councilman Muir to repudiate this flyer, which goes beyond just bad taste to border on the libelous. Mayor Stocks should think twice about someone “inventing” a mental profile of him …
How about it Mayor Stocks ?

  5. Mr. Patterson, as your wife walks around with a “Dump Stocks” hate sticker on her ever present clip board, I call on you to repudiate your wife.
A famous example of faulty logic is as follows: “All commies are reds, fire trucks are red… Therefore all fire trucks are commies.”

The fact that campaign treasurers have multiple campaigns as clients means nothing. You certainly know this and your disingenuous comments will fool none of the SDRostra readers who are politically savvy, yet you persist.
That someone took up the flag to give back a taste of what Mark Muir and I have contended with for nearly a year, a bashing you have never complained about and that team Shaffer and Kranz have never opposed or “repudiated” is just part of the same system your buddies operate in; but I truly do not know who they are.

  6. Campaign Treasurers have more than one client and only have one address?! News at 11!!!!

We use red in our website design, thus we are commies. Now THAT would be news.

  7. You say “… to give back a taste of what Mark Muir and I have contended with for nearly a year…”
If this is true, It would be just as bad. What “taste” that you and Mark “contended” with equates to a four page degrading color mass mailed hate piece accusing a contender of being mentally Ill and more?
“… a bashing you have never complained about and that team Shaffer and Kranz have never opposed or “repudiated”…”
What “bashing” have you two possibly suffered that equates to standing behind such a vile, deceitful, unethical attack? Yes, you could have chosen to not have this sent out and everyone knows it. You two made the choice.  Kranz and Schaffer chose much higher ground.
“…is just part of the same system your buddies operate in; but I truly do not know who they are.”
The “they” you refer to, Mr Mayor, are citizens of Encinitas.
“A famous example of faulty logic” is as follows: Watch the monkey, Watch the monkey.

  8. I’m sorry Mr or Ms Thomas,
Mr Muir and I could not have stopped something from being sent out that we didn’t know existed.
Grow up and smell the coffee.

The Kranz / Shaffer team (and maybe you) worked actively with Andrew Audet, Bob Bonde, and others now being sued for FPPC violations, in addition to Mr. Jim Kydd of the Coast News who is also alleged to be in violation of the disclosure laws.
They chose a higher ground? That’s sadly comical… They just didn’t like it when they got a taste of their own medicine.
And again, and for the record, I do not know who created, funded, or sent the anti- Kranz piece out, but you and your candidates sure as heck knew who was bashing Mark Muir and me and didn’t care.
    Seriously… Grow up.

  9. Mr. Stocks.

You are so disconnected from the residents of Encinitas, it’s not even funny! You have run a pathetic campaign letting Mike Andreen loose. He has been insulting and threatening aware residents. His blogs are repetitive rants that are borderline slandering. You are using a citizen survey for your own benefit on the taxpayer’s dime.
You and your buddy Muir have been caught breaking the municipal code by putting your political signs up 2 days ahead of time.
Lisa Shaffer and Tony Kranz will be elected because they have connected with people from all 5 communities in Encinitas. They have done a great outreach effort that you probably thought you were too good for. The irony of this is that Mark Muir will probably be elected, while you’ll finish fourth, out of the money.

  10. There is a fundamental difference between what the anti Kranz piece does and and what the supporters of the other candidates do. What you apparently don’t get is that our opposition to you is political, not personal. I proudly have a “Dump Stocks” bumper sticker on my car, which indicates I don’t want to see you re-elected. It doesn’t mean I hate you or have any opinion about you personally. In my ten years of commenting on you in various forums, I have never suggested you need a few weeks in rehab or a mental health time out. I have never commented on your personal life.
The Kranz hit piece indicates how desperate someone is to discredit a candidate. It is a personal attack of the vilest nature. As the sitting Mayor of Encinitas, you should make your dislike of this sick tactic clearly known, not just disavow any knowledge of it’s origin. Mayor Stocks, the hate is coming from your side of the aisle, not your opponents.

  11. Talk bout disconnected from the community. First off, historically, over 2/3rds of Stocks campaign donations came from outside of Encinitas. About 4/5ths came from from developers. Only about 1/5th of his donations came from Encinitas.

Second, let’s look at campaign expenditures. Stocks has spent only about 1/10th of his campaign expenditures’ expenditures in Encinitas (about $1,700). In contrast, over 4/5ths of Lisa Shaffer’s campaign expenditures have been in Encinitas (more than $29,000) and nearly 60% of Tony Kranz’s were spent in the city (more than $12,000). And the majority of their contributions are from Encinitas.

What does this say about who is in touch with the voters and businesses in Encinitas. Who supports Shaffer and Kranz? Who do they support? And who is in touch with the business and “voters” from outside the city?

  12. Mayor Stocks. In September, at the Cardiff Candidates Forum, you pledged that you would not and never have sent out deceptive slate mailers.

Last week, we received a mailer from Vote Green which endorsed, Barack Obama, Dianne Feinstein, Yes on Prop 30, you, and Mark Muir. Do you not see any inconsistency in this?

  13. Good morning. Mr. Mayor. (again). What “bashing” have you two possibly suffered that equates to standing behind such a vile, deceitful, unethical attack?

Why would anyone think that you and Muir had anything to do with the hate piece?

    (this,maybe)   http://encinitasundercover.blogspot.com/2012/10/jerome-stocks-i-swear-my-4000-check-to.html?m=1

Yes, Kranz and Schaffer have produced NO deceiving fliers. None.

    Higher ground.

Your accuse other of alleged FPPC violations, but do not tell the truth after you and Mark were recorded, not alledged, violating FPPC laws. Two days early, not a couple hours.

    http://www.youtube.com/watch?v=eHhskk0fd0Y&feature=player_embedded#!

And, (watch the monkey), you divert attention from you and Muir and print an unfounded attack on the publisher of the only Newspaper in your own city. You allege, not video recorded, that he has maybe done something wrong. Here is the front page of todays Encinitas newspaper. This is the newspaper that knows Encinitas.

    http://thecoastnews.com/

  14. Mr. Stocks

Your continual arrogant dismissals of your constituents requesting ethical and legal campaign practices are beyond absurd.

How are we able to take credence in a person who willfully and boldly breaks the laws he is in position to uphold? There is something very wrong with our law enforcement if they are actually endorsing you.

How are we to trust a fire chief who illegally campaigned on duty for you? A clear violation of the “Hatch Act”, and a major disservice to public safety.

How are we to trust you, when you appoint a fire chief to council who illegally campaigned on duty for you?

Please move on, your service is no longer needed or desired.

  15. Jerome:
    Greetings! Long time, no communicate.
I have been watching your campaigns for a number of years, from a distance.
I remember when you first moved to Encinitas and slept at our house.
Encinitas was different then but it has started to become, with your help, what you often told me you were escaping from in the San Fernando Valley. I’ve watched you evolve (?) to a person in the pockets of developers and extreme right-wing interests. Your politic does not match the people of Encinitas and it’s time we made a change. You have become what you ran from, you help to ruin where we live, and you do it from the bottom of the social barrel.
You endorsement from the UT is no surprise! After all, all of our daily print “news” is modified and distributed, now, by one of the area’s largest developers.
You are one case that supports the idea of “term limits”!

  16. Them too?

I tried to respond to Stocks on sdrostra, but they wouldn’t post this:

  17. “I tried to respond to Stocks on sdrostra, but they wouldn’t post this”

Really? Let’s not be daft. Any idea what it’s like to run a volunteer blog in which literally thousands of spam bots come in ever day, so as to ensure they don’t get posted? It means an anti-spam mechanism, which further means many legitimate comments go into a moderation queue, and sometimes into a spam file. It’s not a perfect system, but every comment is reviewed to ensure the real ones don’t get lost in the shuffle. Sometimes that can’t be instantaneously.

So, have your debate, but don’t go there with the “Rostra wouldn’t allow my comment” BS.

We do, of course, make sure comments are language appropriate and don’t cross legal bounds. If accusations are made that border on the unsubstantiated, we insist on the use of real names, not anonymity.

    Thanks. Carry on.

  18. The only explanation I can offer for the perversity of the smear and deception campaign this year is that it’s directors deemed it necessary. Someone has decided that it’s worth an awful lot of money to ensure that Stocks and Muir are elected, and they have decided that the threat to their interests is greater now than ever before. They are betting that Encinitas voters can be manipulated, that they won’t figure it out in time. I’m betting that we will.

  19. Thor’s assistant ,
I very much appreciate the difficulty of your efforts.
    Thank you.
11:52 was not authored by me and I did not add the introduction. It appeared on Encinitas Undercover with the author ‘lindpat’.
    It was forwarded by me.
Again, thank you for your efforts. I, too, am looking forward to Wednesday.
    Sincerely,
    Chris Thomas

  20. Cyrus:

I agree with you that Encinitas residents are starting to “figure it out”!
You can tell it is the case by driving through the neighborhoods and counting the signs. And it’s not just about the signs; it’s about the people talking about the candidates.
I think that this time, no matter how much the developer interests spend, the “times up” bell is sounding for our “Mayor”… and not a moment too soon!

  21. I’ve served Encinitas for 12 years and am proud of my contribution to the City that we have become. I am aware of virtually every detractor who’s posted on this site, including “Al” with whom I once regularly went surfing, and had heated but enjoyable discussions as he was (and likely still is) a confirmed / personally described socialist as well as a labor boss, and I clearly have a very different perspective on things. But he was a pretty good surfer. Al was a big Sheila Cameron guy back in the day but has kept a low profile the past few years. It’s nice that he’s decided to re-engage in community affairs.
Al was extremely anti- Arnold and pro Gray Davis and made bold, although wrong, predictions to me about that race. We’ll see if his political radar has improved over time…
And we’ll see what the voters think on Tuesday after 8:00PM.

  22. Amazing!!!
    You state:
” I am aware of virtually every detractor who’s posted on this site, including “Al” … is a confirmed / personally described socialist as well as a labor boss…”

The detractors are not socialist labor bosses. They are citizens of Encinitas that do not agree with you or the slimy politics you condone and want the strangle hold you have had over Encinitas to end.

  23. I am sorry over the confusion over the posting I made. After about an hour after posting, I checked and didn’t see my second comment up. I tried to repost and was denied as a duplicate. I assumed my second comment was not going to be posted and posted it on the Leucadia blog. I apologize for my mistake.

  24. Amazing! You attempt to twist my words which are available for all to see!
I attributed things to Al, not all, and normal folks get that.
I guess “friends don’t let friends drink and post” is appropriate at this juncture….

  25. It’s extremely clear that Stocks said no such thing, Mr. Thomas. He even used “he” in the clause, clearly referring to Al, who commented above. You have taken the entire middle out of Stocks’ statement and shortened it to your liking, while changing the meaning. We don’t play those games here.

  26. Actually Thor’s Assistant is correct. The Mayor surely wasn’t calling all of his “detractors”; “labor bosses” or “socialists”. He was talking about just me. I’m okay with that because I understand what the mud looks like, up close in dirty politics, and I understand Jerome

I have lived in Encinitas for a very long time, longer than the Mayor, and maybe even most of the posters, but I and my neighbors are getting tired of the rabid egos and polluted governance.

Encinitas is better than that! It is better than all of the outside money trying to change our community into something for sale to the highest bidder on the auction block!

  27. Al is OK with that because he knows it’s true. There’s no “mud” there. Al was a big labor union boss, and a self described socialist. It’s not dirty politics to tell the truth about someone, right?

I sure would like to have Al post exactly what “polluted governance” means, and while we’re at it, how our community has been sold out to “the highest bidder”, and how the City Council accomplished that.

In short, the tired old B.S. talking points are getting old… How about some examples and some facts.

  28. Encinitas is an outstanding City and a great community in which to raise a family. We have a lower crime rate and more stable property values than the County overall.
Our growth in residential units for the past 20 years has amounted to one half of one percent per year. Again, far below the County average.
So hey, tell me again how we’ve been “sold out” to outside developer interests, OK?
Unlike the anti-Stocks posters, I have two children in our public schools and truly care about the current state of affairs as well as the future of Encinitas.

  29. I can’t wait for Tuesday. I’m tired of all the signs in Encinitas, I’m tired of the whining, most of all I am tired of the entire Encinitas City Council. There should be term limits and all council seats should be on the same cycle so that every 4-8 years there is new blood and sometimes a whole new council.

I was not planning to vote for Jerome Stocks but I was going to vote for Mark Muir, at least until I got a slate mailer delivered last week. The front of the mailer said to vote “no on 32” and to vote for Obama and Feinstein, which would be expected as I’m a registered Democrat, although I only vote as the party suggests a little more than half the time. When I looked at the back of the flyer many of the propositions and all of the candidates were what the Republican Party would say to vote for, including Stocks and Muir. Luckily I had my extra strong reading glasses on so I could see the very small asterisks and read the very small note at the bottom of the flyer that those propositions and candidates without an asterisk did not pay or provide authorization to be on the flyer. Further web research showed the address listed is one in the LA area that publishes many other slate mailers to around the state. Most people don’t pay enough attention to realize that these mailers are not real endorsements from their party and may go vote as the back suggests.

The slate mailer got my ire up so I started doing a little more research on Muir and found that he had also sent out slate mailers in 2004 under the guise of his “Golden State Firefighters” which caused the IAFF (International Association of Fire Fighters) to take the serious step of declaring the group (GSF) a “rival organization” and that any IAFF members would be subject to expulsion if they joined. The full article is in the Los Angeles Firefighter newspaper, bottom of page 5, http://uflac.org/files/FF_Sep_Oct_04.pdf. For the last 8 years, mostly in elections in 2004, Muir used GSF to endorse candidates or provide arguments for or against ballot propositions, as well as producing the slate mailers. Maybe there are two “Golden State Firefighters” based in San Diego and Mark Muir is only associated with the one he was chairman of but, in any case, I am no longer going to cast my vote for Mark Muir.

  30. There is an old saying: “Know the answer before you ask the question!”

Jerome the Mayor asked me some questions in a post above. While I’m not really inclined to be used as bait and give Jerome what he already knows…. I’ll do it this one time!

First question: “exactly what ‘polluted governance’ means”. It would be better to answer by taking each word separately and then the phrase in whole. First word: “polluted”… it means “contaminated”, “spoiled”, or “impure”. In the case of politics it could also mean influenced by outside sources, even alcohol or drugs that influence a particular individual .
Next word: “governance”… Should really be understood by anyone elected to office but I’ll humor Jerome and give him something to hang his hat on. It’s a simple word: “authority”.

Now let’s put the words together to make the phrase used: “polluted governance”. What this metaphor means is: governing under influence from outside the city or “polluted” from outside the city.

I also used the phrase: “rabid egos”. But I understand why you wouldn’t want to pretend not to know what this means.

Lastly: ”how our community has been sold out to “the highest bidder”, and how the City Council accomplished that.” First of all: It is absolutely naive to think that campaign contributions are given or accepted with no quid pro quo attached. Residents and even business within a city always support a candidate with their own interest in mind. That “interest” is often to better the community or the area in addition to their personal interest.
What do the contributions that come in from outside of the city say about the “quid pro quo” and is the gain for the city or for outside interest IN the city? It is always useful to determine the best candidate by following the money.

When a developer or organization of builder/developers, from outside of Encinitas, flood our city with cash (often by more than one individual in the same Association or firm)and political advertising, it doesn’t take a PHd to imagine the exchange!

  31. We removed a comment. A rarity, admittedly, but when someone makes an allegation of illegality, without any substantiation or even a semblance of analysis to back it up, while using sophomoric name-calling, we will do as we please in drawing the line. Yes, we understand it is much easier to name call than to provide a well thought out point, but at least try. Jack.

  32. Sorry Al,
Look up “projecting” in a psychology textbook and your recent post should be the definition.
You’ve been so immersed in big labor “quid pro quo” dealings in Sacramento and elsewhere that you presume all political business is done the way you did it.
    It isn’t.
In all honesty, I’ve literally NEVER ben asked to give any project special treatment.
The biggest recent project locally was the downtown Whole Foods mixed use project which was designed, proposed, and built by a resident of Encinitas!
Seriously, we’ve had so little development, and what we have had has been of such high quality, I think it’s time to retire that sad old 1960’s rallying point.
But I bet your union blood runs cold that WaMart moved into town, right?
The City Council never even had a chance to weigh in on it. They used existing law and abided by it. They’ve added 240 + new local jobs and price competition to (non-union) Target and Big Lots.

    See you around town, buddy.
    JS

  33. I knew you’d remove the comment. Well lets just leave it at I am a 30 year plus Republican and I am:

    1. Embarrassed that the Republican Candidate for President is a former Democrat, supported Bill Clinton, and was the founder of Obama Care.

    2. Totally discussed that the local Republicans have not removed Jerome Stocks from the party after his 2005 vote to increase all City Pensions 35%. That one action really hurt the City’s and taxpayers future liabilities. It was great for Jerome Stock and and his buddy Mark Muir who saw his pension payments go up over $40,000 per year because of Jerome Stocks vote that night.

Jim Bond was smart enough and had integrity to vote against the increase. Jerome Stocks lacked the integrity and voted in a huge liability for Encinitas that night.

Why would any true Republican support such a disaster.

The party is broke and needs major fixing. Like focusing on true fiscal conservative actions and addressing the huge DEBT that will be the downfall of this nation.

jerome Stocks is a 100% RINO and needs to be removed from the party forever.

  34. Jack,

There is one way to achieve all that you want the local Republican Party to be; show up. You can be “righteously indignant” on your keyboard but until you donate, volunteer, and help shape opinions and endorsements, you’re always going to be disappointed.

Conservatives and libertarians do a wonderful job at pointing out the evil that is a Leviathan but do a horrible job at trying to fight Leviathan.

Had you been articulating conservative principles to Jerome, in 2005, Stocks might not have voted for that pension increase, Jack. Self-government really requires participation after election day.

  35. Brian,

You clearly don’t know Jerome Stocks, or have not watched Encinitas City Council Meetings. He has no interest in listening to what I have to say or another normal citizen. Now had I been a leader of a special interest group that could make significant contributions to his campaigns. Well then I might have a chance of being heard.

I do participate and speak up when their is any slight value in doing so.

Thanks for your comments and I do hope the Republican party can become again the party of Principal, Integrity and fiscal conservatism that is written in its own platform. But like our Constitution, most politicians of today just ignore it and say or do anything to get re-elected.

  36. Thanks for speaking up, Jack. Your point about a “special interest group” is a good one; that’s what I hope folks like you and I can become. I think when politicians recognize that taxpayers have organized, to the point that our “bloc” is unassailable, they’ll listen.

We probably agree much more than disagree so I hope you’ll keep speaking up. If Mayor Stocks wins (and I hope he does), he’s going to need to hear from you when the tough votes are scheduled.

Whichever way Encinitas decides to go on Tuesday, we need to hear from more folks like you

  37. Stocks: “That someone took up the flag to give back a taste of what Mark Muir and I have contended with for nearly a year, a bashing you have never complained about and that team Shaffer and Kranz have never opposed or “repudiated” is just part of the same system your buddies operate in; but I truly do not know who they are.”

Mr Stocks, You know who, took up the flag” and sent out those deceitful, vile, unethical hate fliers. Everyone does that read these posts. They know that your opponents chose the higher ground. They know that you and Mark stand by the vile message.
Here is just a sampling of Encinitas citizen groups that do not support you and details of why.

  38. Just the way Jerome Stocks expresses himself in his October 31 comments above is enough to make me not vote for him.

  39. I guess the voters finally woke up and started paying attention to actual actions instead of just blindly following all those fictitious nasty mailers. I think this is a lessen in what happens when you have a super negative and crazy campaign manager. Dump the loser, and you’ll be better off in your future. Hopefully, you’ll start acting like a true Republican from this day forward. God Bless.

  40. Well, I guess the UT Endorsements are just as important as they always were? Maybe even less so?
BTW: I just finished reading “Total Recall” by our past governor. It and Jerome reminds me of the “prediction” I made in the beginning of California’s Recall. I never expected the amounts of money spent to have the impact that it finally had. I also never expected the quality of alternative candidates to be so low. I was absolutely wrong about that unusual election! Even though I had many differences with our past Governor, I was privileged to participate in an attempt at health-care reform with him and we actually made some progress!
Now we are (finely) through another election and it is worthy of reflection. Jerome: You have my sympathy for the outcome for yourself and your allies. There is real life after elections!
I suppose that performance really matters? While I did get the results of our local election; I have a question for you:
How did the elections of your other area supporters go? Steve Danon? Brian Bilbray? Carl Demaio?
And… do you think that their endorsement of you had any impact on their winning or losing?
In any case: I look forward to seeing you around town. Maybe you can even find the water and paddle out without running anyone over?

  41. Hey Jerome, how do you love me now. I love Election seasons, thanks for the fun. Enjoy your vacation

  42. How Stupid does Doug Manchester and the San Diego Union look rite now? Telling everybody to vote for Stocks and Forrester. That shows you how far out of touch that guy and his paper is. Did anybody notice that channel 10 would not show the Encinitas race after the first showing when it showed Stocks losing. All the other channels kept showing it. Well one good thing came out of this, Encinitas is sone to be with out one less bully, a liar, a corrupt Mayor, and one stupid person. Later Jerome. PS Take Mike. With you

  43. Wow. What an amateur Stocks is! Does he not receive or solicit any better advice about spouting off on a blog and engaging in petty bickering? I had no idea what a lightweight he was. Very clumsy. Very angry. Very apparent that impulse-control is not in place. Never mind any political differences I may have with him as a voter. The people have spoken, OUT goes your torch!
