Sarah Boot Violates Campaign Ethics Laws… Again

Today the Lorie Zapf for City Council campaign filed an ethics complaint against opponent Sarah Boot for distributing illegal campaign materials during the weekend immediately preceding the June primary election.

Boot’s campaign distributed illegal campaign literature on Saturday and Sunday that lacked a “Paid for by…” disclaimer, a violation of both the City’s ethics code and the FPPC’s Political Reform Act. According to the act, “Disclaimers on political literature must be clear and conspicuous so as to be understood by the intended public.”

This is the second time Boot has received an ethics complaint for failing to properly disclose who paid for campaign materials. Earlier this year, the City’s Ethics Commission ruled to give Boot a warning to correct or replace her yard signs.

Proof that the campaign materials came from Boot’s campaign and not the Democratic Party’s member communications include one flyer that was left at the home of a voter and signed by the candidate herself.

Zapf’s campaign manager Sara Kamiab stated, “Disclosing a source on campaign literature is a basic rule in political communications, and it is meant to provide transparency to voters. Boot continuously touts her background as a lawyer, yet she fails to uphold even the most basic campaign laws. Lorie Zapf is committed to following all campaign regulations unlike lawyer Sarah Boot.”

Campaign reporting expert April Boling said, “These flyers are a blatant violation of City’s ethics code. For a campaign to ignore these rules not once, but twice, is absolutely stunning to me.”  Boling, who also serves as the treasurer for Zapf’s council campaign, is widely acknowledged as one of the state’s authorities on campaign finance law.

Zapf’s campaign is demanding an immediate cease and desist for the illegal campaign literature from being distributed, as well as a recall all of the pieces that were hand delivered over the weekend to households in District 2. The campaign has also requested that the City’s Ethics Commission revisit this matter immediately as Sarah Boot has chosen to ignore their first warning.

  1. Silly folks, Sarah realizes already that RULES are only for Conservatives and silly republicans……soon she will be taking her out of state UNION money and having illegals and dead folks vote too…..its all part of the natural progression for a progressive!

    By the way Sarah, WHERE DO YOU STAND ON ANYTHING?
