Signature-Gathering Effort Starts Sunday in Mayoral Recall

The effort to recall San Diego Mayor Bob Filner kicks off its signature-gathering effort on Sunday with a volunteer presence at major events, as well as a kickoff event and volunteer training event that afternoon.

More than 800 San Diegans have signed up as volunteers to collect signatures or manage other aspects of the volunteer effort. The recall now has area directors for 18 geographic regions within the city. Area directors will manage signature-gathering volunteers in their neighborhoods and coordinate the timely return of petitions to Recall Bob Filner committee headquarters.

“We’re so gratified and encouraged by the enthusiastic response to our call for volunteers,” said Michael Pallamary, who filed the petition to recall Filner. “This is a tremendous grassroots undertaking – truly the people taking back their government from an abuser who has betrayed San Diegans, demeaned women and who can no longer lead our city. They’re ready to tell Filner, ‘It’s over, Bob. The people are going to show you the door.’”

The recall effort must collect 101,597 signatures of registered San Diego voters by Sept. 26. If the full number of required signatures are turned into the City Clerk within that 39-day period, a signature-verification process of up to 30 days commences.

If the petition has fewer than 101,597 valid signatures, the clerk will issue a notice of insufficiency, which marks the start of a 30-day period in which the recall campaign can circulate a supplemental petition to gather the additional valid signatures. The recall can legally collect signatures during the verification process, as well as during the supplemental petition period, according to the city attorney.

Once the clerk has verified that the petition has the full 101,597 valid signatures, the City Clerk must present the petition to the City Council at the earliest opportunity. The City Council must schedule an election within 60 to 90 days of the official presentation.

The recall process is governed by Article 7, Section 27 of the San Diego Municipal Code, which can be found online here.
