Plescia Condemns Early Release of Convicted Murderer
AB 109 Early Prisoner Release Jeopardizing Public Safety Across the State

SAN DIEGO, CA – George Plescia issued the following statement today in response to the news story below of a convicted murderer who was released back into a local community through Assembly Bill 109. Robert Lawrence Perrin spent 13 years in prison for murder and is now under arrest for suspicion of kidnapping, robbery, and being a felon in possession of a firearm.

“How many more innocent Californians need to be victimized before AB 109 is repealed?” Plescia questioned. “Marty Block and the other supporters of this early release plan need to wake up and stop playing political games with the lives of others before even more violent felons are put back on the streets and in our neighborhoods. We have to repeal this now before this happens in San Diego.”

Convicted murderer arrested in Redlands kidnapping, robbery plot

A convicted murderer released onto probation through a state Assembly bill was recently arrested for kidnapping a man and forcing him to withdraw money from an ATM, officials said.

Robert Lawrence Perrin, 35, of Highland was arrested Wednesday night in the 28800 block of Canyon Oaks Drive in Highlands on suspicion of kidnapping, robbery, being a felon in possession of a firearm, possession of stolen property and for a warrant for violating the terms of his probation, booking information shows.

A woman – identified as Brekka Arrielle Ruschak, 24, of Highland – was also arrested at the Canyon Oaks Drive location on suspicion of kidnapping and robbery.

Perrin and Ruschak, reportedly tried to collect a drug debt from the man early Sept. 9, according to a Redlands Police news release.

They drove the 63-year-old man at gunpoint to an ATM to withdraw the money owed, but when the couple learned the man didn’t have enough money in his bank account, they allegedly robbed him of the money in his wallet and fled.
