Anyone looking today at California government, a model of dysfunction, would find the challenge to prove otherwise difficult.
California is indeed a model of dysfunction, largely due to runaway spending that has far exceeded even increasing tax revenues for several years. One cannot blame such dysfunction on the constitutional requirement for voters to approve tax increases, but instead on the inability for governments to rein in spending based on available revenues.
Mitrovich, in his opening statement, clearly believes the citizens have no place in deciding how they are taxed, that it is far superior for government to raise taxes as it sees fit.
