The passage of Proposition 14 resulted in the abolition of Republican party primaries to elect the official nominees of the Republican party for federal and state offices. In order to preserve the Republican party’s right and ability to nominate candidates, last year Chairman Nehring asked the state committee to adopt rules providing for a nominating system empowering county and state committee members to elect Republican nominees in advance of what is now the general election in June.
Under the system the California Republican Party has adopted, the Republican Party would have candidates to back in every district in the June general election, and in November in every district where a Republican is in the runoff election.
Last month Chairman Nehring introduced a bylaw amendment to improve upon the rules we adopted in 2010. For example, the current rules provide for a single, statewide nominating convention in Sacramento. He is proposing that votes occur locally in each county.
Unfortunately, there is another proposal from Kevin McCarthy that would strip both county central committee and state central committee members of their rights to elect nominees. That proposal puts control over whether to allow nominations to take place into the hands of the California Republican Party Board of Directors. This proposal is inconsistent with the basic principle that Republican committee members who live in the district should have the ability to nominate Republicans in their district. We stand for local control and the grassroots volunteer, not centralized, top-down control by a small group.
As county chairmen, we have a responsibility to represent the grassroots of our party. At next week’s convention, we have the opportunity to do just that and rededicate ourselves to the values that have guided the Republican party for generations. We ask that you join us by supporting Chairman Nehring’s proposal.
