Dear Friends:

WE DID IT!  After five months, we collected 138,000 signatures from San Diego voters to qualify the “Competition and Transparency in City Contracting” Initiative for the November 2010 city election.

To help fix San Diego’s financial problems and to jumpstart its economy, the ballot measure requires the city use “competitive bidding” on all city services and projects – and explicitly prohibits any “anti-competitive” city rules that would favor labor unions in contract decisions.

By mandating regular competition for city services and ensuring fair employment rules for all projects in the City of San Diego, this measure will save taxpayers millions each year and make our city attractive once again to private investment that creates local jobs.

Even though this ballot measure is only focused on the City of San Diego, it is already sending shockwaves across the nation – and is being followed by the labor unions, business groups, taxpayer associations, and media outlets (Wall Street Journal, Fox News, Los Angeles Times, etc.)

That’s why I am writing you – I need your help!

We need to win this campaign – not only to help the City of San Diego, but to advance this model of reform across the state and nation for protecting taxpayers and employers from the excessive demands of organized labor.

  1. See DeMaio’s post on the matter. A hand count is a common part of the process when a random sampling doesn’t automatically qualify a measure. Way too early for such headlines.

  2. Unfortunately, bad planning on DeMaio’s part may sink his initiative. It seems that DeMaio was so confident of the initiative passing the “sampling test” that he ignored the working deadlines to achieve his goal:

    “…city clerk has 30 working days to verify a 15% random sample. If they don’t pass that — then there’s another 30 working days for a full hand verification. After the signature verification, the city council has 10 days to act. Everything must be filed with the registrar of voters 88 days before the election, which in this case is August 6.
    So, to make that deadline, the initiative needs to be on the Council docket for July 26. The city clerk estimated the paperwork time, etc. and advised that the sample verification should be done by June 28 to be absolutely sure to make that docket. Counting back the 30 working days from June 28 was May 17. This was the advisory deadline that DeMaio ignored because we was confident of passing the sampling test.”
