Taps 5 Members of “Management Transformation Team”
Carl DeMaio today unveiled his 10-point “Managing for Results Plan” detailing reforms DeMaio will accomplish in the first 100 days to restructure city government into a leaner, performance-based organization.
“If we want to improve results for taxpayers, we must fundamentally change how city departments are managed,” DeMaio noted. “Leadership starts at the top and must set the example by setting clear goals, measuring performance, and holding all levels of our Administration accountable for improved results.”
Among the reforms DeMaio proposes:
- Performance-based Pay: Impose performance contracts on all department managers; End automatic pay hikes for city employees and replace with a “Pay for Performance” system
- Workforce Restructuring: Streamline the 10,000+ city workforce using “merit” rather than “tenure” for retention decisions
- Employee Training: DeMaio pledges to raise $1 million in private funds to provide training programs to city employees through a 501-c3 “San Diego Performance Institute”
- Deputy Mayor Model: Consolidate and reorganize city departments under five “business lines” run by “Deputy Mayors”
- Transparency: Post all contracts, performance reports, audits, finances, and decisions online
DeMaio also announced the 5 members of his “Management Transformation Team” – which will advise him on the implementation of the reforms contained in the “Managing for Results Plan” and help his Administration hit the ground running. “I intend to build an all-star management team to serve San Diego’s neighborhoods – and we will base every decision on transparency and accountability for results,” DeMaio pledged.

BIOGRAPHICAL DETAILS
Vice Admiral Pete Hekman (ret.)
Admiral Pete Hekman is a forty-year veteran of the U.S. Navy, held the Command of the largest, most complex Material Command in the Department of Defense at its time: the Naval Sea Systems Command. Admiral Hekman’s assignments included stints in the Office of the Chairman of the Joint Chiefs of Staff and US Dept. of Energy, as well as holding three ship commands. He currently serves as a board member of several not-for-profit organizations and is employed as an Independent Consultant with several business corporations. Admiral Heckman advised current Mayor Jerry Sanders on his Administration’s transition and on the conversion to the Strong Mayor form of government.
Rear Admiral Bob Halder (ret.)
Rear Admiral Robert Halder (ret.) served as the Commanding Officer of the Navy’s largest hospital: Naval Hospital San Diego. Upon retirement, he served as Senior Vice President of Juran Institute – which specializes in the Lean/Six Sigma methodology for transforming business processes for enhanced quality, timeliness, and cost effectiveness. Halder specializes in quality management consulting in the health care sector – and has worked with national and international clients on process transformation.
Major General Dennis Kenneally (ret.)
General Dennis Kenneally is the former Commanding General of the California Army National Guard, the largest, most tasked Army National Guard force in the nation. He has also served in two Presidential administrations (as the Associate Administrator of the Veterans Administration and as the Deputy Assistant Secretary of the Air Force) and has served as a member of California Governor Arnold Schwarzenegger’s State Terrorism and Threat Advisory Group. In civilian life, he was vice president of a large international multi-service company providing facilities management services, and is currently a principal in Business Associates International, LLC.
April Boling, CPA
April Boling is a Certified Public Accountant who has extensive experience with City of San Diego financial and management challenges. Boling served as Chair of the San Diego County Taxpayers Association (SDCTA) and Chaired the Pension Reform Committee of the City of San Diego. Boling also served on two prior task forces looking into city finances and operations: the Mayor’s Blue Ribbon Committee on City Finances and the City of San Diego Citizens’ Budget Committee. Prior to starting her own accounting practice, Boling served as a financial manager and analyst in the federal government.
Dr. Allan Burman
Serving in the Reagan, Bush and Clinton Administrations, Dr. Burman had a lengthy career in the Federal government, serving in policy positions in the Office of the Secretary of Defense and in the White House’s Office of Management and Budget (OMB). Today Burman is President of Jefferson Solutions – a Washington, DC-based firm that provides analysis, evaluation, program management and acquisition assistance and assessment services to many government departments and agencies. Dr. Burman advises firms, Congressional committees, federal and state agencies and international bodies on acquisition and contracting matters. As Administrator for Federal Procurement Policy in OMB, a Senate-confirmed position, Dr. Burman authored the 1991 policy letter that established “performance-based contracting” as the favored approach for contract reform. Dr. Burman is a Fellow of the National Academy of Public Administration (NAPA), Chair of the Procurement Round Table, a Fellow and Member of the Executive Advisory Council of the National Contract Management Association, a member of the Partnership for Public Service.

Interesting that four of the five members on DeMaio’s “team” gained their experience working for the government.
Now THIS is the kind of compensation structure which makes me hope we have a tremendous explosion in six-figure city employees. I heard Carl talk about this at our Republican Liberty Caucus meeting and my wife was literally standing up and clapping (if you knew my wife, you’d know she’s not prone to those sort of outbursts).
The team he assembled, for the implementation, is amazing.

When it comes to City issues, April Boling stands tallest among this impressive group. She has courageously defended many a lonely outpost under intense enemy fire, and did so long before most San Diegans realized how dire the City’s pension situation is. April Boling deserves our Thanks and respect.
If Carl’s folks were all from the private sector, Alger would be complaining that they were profiteers (or worse) driven by greed — seeking to make their fortunes off “our” city government. When it comes to DeMaio, there’s not pleasing some people — especially Alger.
You are right Michael Schwartz. DeMaio keeps bringing the wayfaring strangers back to the real world. He keeps on driving the issues and the others look like me too wannabes. Voters want things fixed. The person who shows the public that he has the intellectual capacity to do so and the leadership capacity to put together working teams to help lead the way will carry the day.

I have never once complained about “profiteers” or “greed.” You, on the other hand, have consistently railed against how the public sector is run. Now all of sudden since it is DeMaio getting his expertise from those who have spent most of their adult life working for the government, you seem to have no problem with that. I can only imagine what you would be writing if it was Filner or Fletcher who hired someone who used to work in the Clinton administration.
