Charter Amendment Would Provide Millions in Taxpayer Savings and Require Fair and Open Contracting Rules

What: The City Council is refusing to faithfully implement voter- approved outsourcing reforms and has proposed anti-competitive mandates be added to city contracts.

A coalition will officially launch a campaign to qualify the “Competition and Transparency in City Contracting” Initiative for the November 2010 city election.  The Initiative amends the City Charter to hold city government accountable for fair and open competitive bidding on city services and contracts.

Who: Councilmember Carl DeMaio, Scott Brady, Associated General Contractors (AGC); Laura Nelson, Associated Builders and Contractors (ABC); Donell Johnson, National Association of Minority Contractors; James Day, working Apprentice; and Rank-and-file workers and representatives from local small businesses who currently face anti-competitive rules barring their participation in city contracts.
Why: “Open and fair competitive bidding for city services and contracts can save taxpayers millions. Unfortunately, the city has not implemented real competition in city services and contracts.  To achieve savings and to open jobs on contracts to all San Diegans, we must turn to the voters to impose clear, fair and open rules for competitive bidding in city government,” comments Councilmember DeMaio.
