Should our newly Re-Elected Strong Mayor Kevin Faulconer and Republican City Council Members Scott Sherman, Mark Kersey, and Chris Cate approved the Self-Negotiated Labor Agreements, MOUs, and Side Letters without short-term and long-term cost analysis by the Independent Budget Analyst (IBA)?
Please analyze if the 2012 Proposition B Pension Reform savings will be realized with Mayor Faulconer and the City Council Renegotiated Pay and Benefit Increases. Since 2014, there have been massive Non-Pensionable Pay/Benefit Increases for FY-2014 to FY-2018, and planned Pensionable Pay/Benefit Increases for FY-2019 and FY-2020. These ongoing Pay/Benefit Increases have come through constant labor negotiations, Memorandums of Understanding (MOUs), and numerous Side Letters.

Staff negotiate with themselves using $500 million = $0.5 Billion liquidated from the Successor Agency (SA), Redevelopment Agency (RDA), by Civic San Diego and City staff.
Previously Mayoral candidate Ed Harris asked that the Independent Budget Analyst (IBA) review Labor Negotiations, and provide written comments and analysis, before Final Approval by the City Council.

The unhealthy turnout of the clueless young for Bernie Sanders socialism coupled with Donald Trump’s self-destructive alienation of millions of Hispanic voters dooms the nation in the fall election. GOP Congressman Darrell Issa’s stunningly poor vote total is just one of many canaries in the coal mine.
The GOP will lose both the House and the Senate. Not to mention the Presidency, which is ALREADY lost.
We’ll do even worse in state and local CA elections. Democrats will obtain a stranglehold on Sacramento with a firm 2/3+ majority in both our state legislatures. Locally the Dems will rule — look at San Diego City Council candidate Republican Ray Ellis getting massacred in La Jolla. In JUNE!
We Republicans will lose most fall “battlefield” elections, in both districts and states. The next few years belong to the Democrats. Get used to it. It’s over.
I’ll give no more money to politicians this election cycle. Instead I’ll spend my time fighting the NUMEROUS tax increases on the CA November ballot — probably 5 to 9 tax increases for each voter to decide (depending on location). Maybe more.
Oddly enough, even Democrat socialists aren’t too keen on THEIR taxes going up. Californians will have a decent chance at defeating several of these tax increases. But not all. Not even most, counting all the local tax and bond measures we will face.
If it weren’t for my long-time ties to San Diego and my family’s preferences, I’d be moving to a more freedom-loving state. Eventually it’s likely we will depart. But for now, I fight.
The only good news is that I expect CA’s decline to be stately. It would be folly for the Dems to try to grab all the loot at one time, as they’ve yet to build the CA Berlin Wall they need to keep the wealthy, the energetic and the businesses from fleeing California EN MASSE. Incremental confiscation of wealth and freedom is the key for their continued success.
If you have less firm ties in the Golden State, I suggest that you to think outside the box. The California box.
Admittedly, I’m an optimist. Some see the election results denote REALLY negative consequences. Not me!
The House and the Senate will not flip. Way too many safe seats for that to occur. Trump will crossover several states and win. Most of you Trump haters thought Cruz was going to lead you to a contested Convention. If for no other reason than SCOTUS appointments, you need to get over it and support the Republican nominee.

Since you leftists stabbed Bernie in the back with the Killery announcement on Monday, every Bernie supporter I’ve talked with will either stay home and not vote in November or will vote Trump. I think Killery just lost a few million potential voters. But then again, no one has ever accused a Democrat of being smart, just arrogant.

Despite what you may believe, I have zero influence over Democratic Party strategy. As for D1, Barbara Bry can’t take office before December 5 so it really doesn’t matter whether she wins now or wins in November. If I remember correctly, it was the Republicans who were expecting an outright win for Ray Ellis in the Primary. How did that work out for you?

The Department of Finance (DOF) denied extra Administrative and Project Management Cost for the Successor Agency, impacting Civic San Diego, and the Off-Budget Non-General Fund Administrative Slush Funds of the City Attorney, Comptroller, Financial Management, Debt Management, Real Estate Assets Department (READ), General Government Services?, Other Consultants, etc.
Notice that the costs for the Administrative Slush Funds for City Departments funded by the General Fund are not included in the FY-2017 Budget as Item 202.
See Items 204 to 209 for the massive amounts of Non-Pensionable Pay/Benefit increases for FY-2014 to FY-2018, and Pensionable Pay Increases for FY-2019 and FY-2019 for SDCERS as Items 204-209.
Only the Police Department Raises for FY-2017 are included in the FY-2017 Budget and Independent Budget Analyst (IBA) Budget Reports. These new Labor Negotiated MOUs and Side Letters for Items 204-209, for FY-2017 to FY-2020 are not included in Item 202 the FY-2017 Budget.
Note Item 202 the FY-2017 Budget will be approved before Items 204-209 which includes MOU and Side Letter Pay/Benefit increases for majority of SDCERS Unions. Shady.
These massive Pay/Benefit increases come from constant labor negotiations where our Strong Mayor Faulconer is not the Lead Negotiator. Therefore City staff is negotiated with themselves without long-term analysis.
The funding to these Pay/Benefit Increase came from liquedated the $500,967,008 = $501 million = $0.5 Billion of created Successor Agency RPTTF Residual Distributions. When the goal is always zero to pay back the $1.5 Billion in Successor Agency ROPS-10 Debts.
