The state’s election watchdog is suing the publisher of The Coast News in Encinitas over what it calls campaign-spending violations.
The Fair Political Practices Commission, in a suit filed Jan. 23 in Vista Superior Court, seeks at least $30,000 in civil penalties against publisher Jim Kydd and two others.
