According to CaliforniaWatch.org, San Diego was among 11 counties in the state to miss a primary election deadline to mail over 8,000 ballots to overseas and military voters. CalWatch reports that failure to send the ballots by April 21 is in violation of the Uniformed & Overseas Citizens Absentee Voting Act.
